Dear Supervisor Fielder,
I am writing to you regarding urgent safety concerns at the intersection of 16th and Wiese in District 9.
The city recorded 74 injury collisions within 150 meters of this intersection in the last five years, with 3 fatalities. This figure covers a 150-meter radius, while the Danger Index grade is computed over a tighter 80-meter core, so the two figures are measured over different areas and should not be expected to reconcile. This intersection shows more reported harm than 99 percent of San Francisco intersections, earning a grade F on the Danger Index. This index ranks reported harm, not risk per crossing, as there is no exposure normalization.
There have been 378 street-condition 311 reports at this location in the last three years, counting street defects, sidewalk and curb, signs, streetlights, and blocked sidewalks. Press coverage of safety problems at this intersection goes back at least 12 years, to 2014, representing the earliest coverage we can find. No press coverage was found for this corner in a recent search window.
An automated visual audit flagged a vehicle turning conflict zone in the Street View photograph, and city records corroborate this with 13 pedestrian crossing collisions in 5 years. The audit also flagged curb or sidewalk in poor condition, corroborated by city records showing 21 street-condition 311 reports in 12 months. City records further show 18 street-condition 311 reports in 12 months and 13 pedestrian crossing collisions in 5 years relating to faded or sub-standard crosswalk markings, although the visual audit did not find this in the photograph. City records also show 9 street-condition 311 reports in 12 months relating to inadequate street lighting, although the visual audit did not find this in the photograph.
I urge you to fund Continental crosswalks, corner daylighting, and a leading pedestrian interval. This work is estimated to cost $250,000 to $350,000, an order of magnitude, and could be funded through the Caltrans Highway Safety Improvement Program (HSIP).
Sincerely,
A resident of District 9
