Dear Supervisor Fielder, I am writing to you as a concerned resident of District 9 regarding the critical safety issues at the intersection of 16th Street and Mission Street. City records show 67 injury collisions within 150 meters of this intersection in the last five years, including two fatalities. This 150-meter radius differs from the 80-meter core used for the Danger Index grade, so these figures are measured over different areas and should not be expected to reconcile. The location has received 352 street-condition 311 reports in the last three years, covering defects, sidewalks, signs, streetlights, and blocked sidewalks. This intersection shows more reported harm than 99 percent of San Francisco intersections, earning a grade F on the Danger Index. No exposure normalization: the index ranks reported harm, not risk per crossing. While no recent press coverage was found, safety problems at this corner have been covered since at least 2014, the earliest coverage we can find. An automated visual audit flagged a vehicle turning conflict zone in the Street View photograph, which city records corroborate with 14 pedestrian crossing collisions in five years. City records also document 311 reports: 30 in 12 months, and these same 14 pedestrian crossing collisions, relating to faded or sub-standard crosswalk markings. Further records show 311 reports: 7 in 12 months for inadequate street lighting, and 31 in 12 months for poor curb or sidewalk condition. The visual audit did not find these last three issues in its photograph. I urge you to support funding for Continental crosswalks, corner curb extensions, and a protected bike lane at this intersection. The estimated cost is $265,000, which could be secured through the Caltrans Highway Safety Improvement Program. Sincerely, A resident of District 9
