Dear Supervisor Dorsey,
I am writing to you as a resident of District 6 regarding the urgent safety concerns at the intersection of 9th and Minna.
City records show 66 injury collisions within 150 meters of this intersection in the last five years. This figure covers a 150-meter radius, while the Danger Index grade is computed over a tighter 80-meter core, so the two figures are measured over different areas and should not be expected to reconcile. The intersection shows more reported harm than 99 percent of San Francisco intersections, earning an F grade on the Danger Index. This index ranks reported harm, not risk per crossing, as it lacks exposure normalization.
There have been 322 street-condition 311 reports at this location in the last three years, concerning street defects, sidewalk and curb, signs, streetlights, and blocked sidewalks.
An automated visual audit flagged faded crosswalk markings and a vehicle turning conflict zone in a Street View photograph. City records corroborate these with 14 street-condition 311 reports for crosswalks and 11 pedestrian crossing collisions in 5 years for both issues. City records also show 8 street-condition 311 reports in 12 months for inadequate street lighting and 15 street-condition 311 reports in 12 months for poor curb or sidewalk condition, though the visual audit did not find these in the photograph.
I urge you to fund improvements including Continental crosswalks, corner daylighting, and a leading pedestrian interval. An estimated $250,000 to $350,000, order of magnitude, could be secured through the Caltrans Highway Safety Improvement Program (HSIP).
Sincerely,
A resident of District 6
