Dear Supervisor Dorsey,
I am writing to express my serious concern regarding pedestrian safety at the intersection of Cyril Magnin and Eddy in District 6.
This intersection shows more reported harm than 99 percent of San Francisco intersections, earning a grade F on the Danger Index. No exposure normalization: the index ranks reported harm, not risk per crossing. City records show 93 injury collisions within 150 meters of this intersection in the last five years, including one fatality. This figure covers a 150-meter radius, while the Danger Index grade is computed over a tighter 80-meter core, so these figures are measured over different areas and should not be expected to reconcile.
There have been 361 street-condition 311 reports at this location in the last three years, counting street defects, sidewalk and curb, signs, streetlights, and blocked sidewalks only. While no recent press coverage was found for this corner, press coverage of safety problems at this intersection goes back at least nine years, to 2017, representing the earliest coverage we can find.
City records show 14 street-condition 311 reports in 12 months, and 14 pedestrian crossing collisions in five years, relating to faded or sub-standard crosswalk markings, though a visual audit did not find this in the photograph. City records also show 19 street-condition 311 reports in 12 months relating to inadequate street lighting, though a visual audit did not find this in the photograph. Additionally, city records show 26 street-condition 311 reports in 12 months relating to curb or sidewalk in poor condition, though a visual audit did not find this in the photograph.
I respectfully request your support in funding Continental crosswalks, corner daylighting, and a leading pedestrian interval at this intersection. These improvements are estimated to cost $250,000 to $350,000, and could be funded through the Caltrans Highway Safety Improvement Program (HSIP).
Thank you for your attention to this critical safety matter.
Sincerely,
A resident of District 6
