Dear Supervisor Mahmood,
I am writing regarding serious pedestrian and traffic safety concerns at the intersection of Larkin and Olive in District 5.
City records document 63 injury collisions within 150 meters of this intersection in the last five years, including one fatality. The 150-meter radius differs from the 80-meter core for the Danger Index. In the last three years, 362 street-condition 311 reports were filed for defects, sidewalks, curbs, signs, streetlights, blocked sidewalks. This intersection shows more reported harm than 99 percent of San Francisco intersections, earning Grade F. No exposure normalization: the index ranks reported harm, not risk per crossing.
No recent press coverage was found, but documented coverage of safety problems here goes back at least 9 years, to 2017.
An automated visual audit flagged faded crosswalk markings and a vehicle turning conflict zone. City records corroborate: 17 street-condition 311 reports in 12 months for crosswalks; 12 pedestrian crossing collisions in 5 years for both. City records also show 21 street-condition 311 reports in 12 months for inadequate street lighting, and 4 for poor curb/sidewalk condition.
I urge you to support funding for Continental crosswalks, corner daylighting, and a leading pedestrian interval. An estimated $250,000 to $350,000 for these improvements could be secured via the Caltrans Highway Safety Improvement Program (HSIP).
Thank you for your attention to this critical safety matter.
