Dear Supervisor Mandelman,
I am writing to you as a concerned District 8 resident regarding the persistent safety issues at the intersection of Market and Octavia.
This intersection shows more reported harm than 99 percent of San Francisco intersections, earning an F grade on the Danger Index. No exposure normalization: the index ranks reported harm, not risk per crossing. City records document 86 injury collisions within 150 meters of this intersection in the last five years. This figure covers a 150-meter radius, while the Danger Index grade is computed over a tighter 80-meter core, so the two figures are measured over different areas.
Street-condition 311 reports total 289 over the last three years, covering street defects, sidewalks, curbs, signs, streetlights, and blocked sidewalks. While no press coverage was found in a recent search, press coverage of safety problems at this intersection goes back at least 12 years, to 2014.
An automated visual audit flagged a vehicle turning conflict zone, which city records corroborate with 2 pedestrian crossing collisions in 5 years. City records also show 311 reports: 17 in 12 months, and 2 pedestrian crossing collisions in 5 years, relating to faded or sub-standard crosswalk markings, though the visual audit did not find this. Records also show 311 reports: 24 in 12 months for inadequate street lighting, and 311 reports: 15 in 12 months for poor curb or sidewalk condition, neither of which the visual audit found.
I urge you to fund safety improvements: Continental crosswalks, corner daylighting, and a leading pedestrian interval. An estimated $250,000 to $350,000 could be secured through the Caltrans Highway Safety Improvement Program (HSIP).
Thank you for your attention to this critical matter.
Sincerely,
A resident of District 8
